Plot
Crime has seeped into the fabric of Generic City. Things are going downhill fast, but the final straw is broken when the mayor announces he is, in fact, a giant waterbug. Now, a victim of crime is sparked into action, none other than that incredible hero, Cement Shooz! While accidentally interrupting a drug deal, our hero was dumped into the ocean wearing concrete up to his knees. Saved by a passing tuna boat, surgeons were unable to do more than chip his new leg covering in half, giving him a really hip pair of boots with which to fight crime.
A respectable black-and-white tale by Christopher McCulloch which bears an ever-so slight resemblance to The Tick, but with big cement shoes and no antenna
