Plot
Batman searches for Dr. Thompkins, who has been kidnapped along with the pregant woman she was treating for a gunshot wound. Batman discovers that Mr. Freeze is supplying weapons to gangs to help a mysterious third party gain control of the section of Gotham known as "The Hills".
