Plot

A city high upon its Victorian morals finds itself under siege by a crazed killer. Its loan protector, the Parliament of Justice and his partner, Gypsum are on the trail sworn to solve the mystery. In the end they will learn more about the killer, the city and themselves than they ever expected.
