The infamous Phantom Thief No. 305 is making waves in the news, but City Hunter Saeba Ryo is too captivated by a mysterious silhouette dancing in the night sky to do much about it.

But when the dancer's true identity is revealed to be a high school girl who is also descended from a long line of famous thieves, Ryo is just more ensnared. She has a mission for Ryo too, an item she's not been able to steal: the black tulip.
