Plot

While walking home, ordinary citizen Charlie Sneed is hit by a paper airplane with a desperate message: the writer claims Green Arrow is holding him captive and will kill him soon. When police investigate a murder at the location, they find one of Green Arrow's trick arrows and his hat—apparent evidence of his guilt.

Diana Prince, having lost her Amazon powers (part of the "I-Ching era" of Wonder Woman) , goes to the Justice League's secret sanctuary to report the news and resign from the team. She believes that without her powers, she cannot remain a member. Superman refuses to accept her resignation, instead suggesting a leave of absence, telling her that super-powers aren't necessary to be a hero .

When police officially name Green Arrow as a suspect, the League decides their comrade should lay low while they investigate. However, upon landing his Arrow Plane at an airport, Green Arrow is ambushed by a gang of thugs disguised as autograph hounds and knocked unconscious.

Batman and Flash examine the victim's body at the morgue and discover the dead man is none other than the Tattooed Man, an old foe of Green Lantern . Following a mysterious tip, they investigate a planetarium—but walk into a trap. Both are defeated and captured by a hidden assailant.

Meanwhile, Superman and the Atom examine the crime scene evidence, quickly deducing the arrow is a fake. Before Superman can act, however, he is served with a court order forcing him to leave Earth until Green Arrow is brought to justice.

The captured heroes are revealed to be prisoners of the Headmaster Mind, a former foe who has devised an electrified trap: the heroes will be electrocuted if they move, and any escape attempt will trigger a bomb that will destroy a nearby village . He sends his henchmen out dressed in duplicate costumes of Green Arrow, Batman, and Flash to commit crimes and destroy the heroes' reputations.

The Atom, who was not captured, had tracked the Headmaster to his base. The Tiny Titan sneaks inside the gun of the henchman left to execute the helpless heroes and jams the firing pin. Freeing his teammates, the four heroes defeat the impostors and the Headmaster himself.

No longer bound by the court order, Superman returns to Earth, captures the Tattooed Man (who was only in suspended animation, not dead), and brings him to justice. Later, Charlie Sneed receives another paper airplane—this time claiming the Flash intends to kill someone. He races to the source, only to find a group of children playing superheroes, throwing fake "rescue notes" out a window for fun.
