Plot

November 1990: Despite having his "thug tactics" exposed by the Daily Sentinel and other media outlets, Leon Marshall is elected mayor; Several members of the city council "mysteriously resign" and are immediately replaced by mayoral interim appointees, who quickly pass oppressive laws, with judges who are Marshall cronies blocking court challenges; Hayashi's brother Kumara is scheduled to visit to discuss perceived problems with the US-based Kato's martial arts movies, but shows up in a drugged state and fights Hayashi, who loses out of an unwillingness to hurt him and is imprisoned; An armed assault on Reid Tower via helicopters occurs when Paul Reid is home alone, but he escapes by way of the secret doors, elevators, and passageways of the Green Hornet operation
