Plot

A mysterious mastermind named Libra secretly organizes the Injustice Gang, a team of villains created with one purpose: to test a terrifying device capable of stealing half the power and ability from every hero they face. During battles across the globe — in Hollywood, London, and Singapore — the villains activate hidden “Plan B” machines that drain Superman’s strength, Flash’s speed, Green Lantern’s energy, and all the League’s powers, transferring everything directly to Libra. Now possessing half of every hero’s power, Libra attempts to absorb the energy of the entire universe to become a god-like being — but the cosmic force overwhelms him, and he is dissolved into the fabric of space, seemingly gone forever. This issue marks the historic first appearance of Libra, a character who would return decades later as a central figure in Final Crisis, and the first full assembly of the Injustice Gang.
