Plot

In Fukuoka, first you get the money, then you get the power, then you get the women--unless you're Il Palazzo, in which case you get the women first and proceed from there. As the struggle for the city takes its most blatant form yet, with a mayoral race between the long-haired chairman of ILL and the long-mustached head of the Department of Environmental Security.
